Ramzy Baroud: My Father was a Freedom Fighter

„Not one refugee will return. The old will die. The young will forget.“ This prediction, uttered by David Ben-Gurion in 1948, did not come true. Not only the key´s of the houses, that the Palestinians were forced to leave, passed on from generation to generation, but so did the memoirs and the deep roots and emotional attachment to the Land of Palestine endured over the years. When Israel was declared as established on May 15, 1948, the then Zionist militias had already depopulated 212 Palestinian villages and three major towns before even one Arab soldiers had set foot in Palestine. The Arab armies, who did not intervene against the expulsion of thousands of Palestinians before May 15, 1948, declared immediately war against the newly established state, in order to protect the areas allocated to the Palestinian state. The war ended with a ceasefire. At that time 700,000 Arab inhabitants had left their homes in Palestine. Most Palestinians left in order to escape the fighting – with the intent to return to their homes when the fighting would cease - or because they were expelled by Israeli (Zionist) forces. The Palestinians commemorate this tragic event as the “Naqba“ (the Catastrophe).

Ramzy Baroud, a US-American Palestinian, columnist, journalist, gifted writer and Editor-in-Chief of „The Palestine Chronicle“, writes the story of his family, which was expelled from their village Beit Daras, located 46 kilometers to the north-east of Gaza City. The village belonged to those that fell victim to Ben-Gurion´s vision of a Jewish state with hardly any of the indigenious population. The Baroud family ended up as refugees in the Gaza Strip like thousends of others from 247 villages. In the book´s Foreword, Salman Abu Sitta, founder and president of Palestine Land Society, mentions that the population of Gaza equals now the the total population of Palestine in 1948, namely 1.4 million. Israeli politicians and their supporters in the West always mention that the Gaza Strip is the most densly populated place on earth without mentioning Israel´s responsibility for this situation. Israeli state insitutions, including its armed forces, keep the whole population of Gaza „incarcerated“ in what is sometimes termed the biggest „open-air prison“ in he world. The entire Gaza Strip has been surrounded by barbed wire. And during the 43 long years of occupation, Israel has systematically prevented the economic development of the Gaza Strip. The author portrays the life and the struggle for survival of his family and the Gazans people as a whole. He describes six decades of suffering with no end in sight. After having red the book, one gets the impression that the „nakba“ was not limited to 1948, but is still going. When Israeli settlers were still living in the Gaza Strip, the Israeli army made life for the Palestinians „a living hell“, writes Baroud. The story the author tells us is basically about the life of his father Mohammed. His story could only been told after he passed away. „Israeli soldiers can no longer raid, search and ravage his house. They can no longer deny him permission to travel for medical treatment. No more humiliation from a smart-ass teenage Israeli soldier at a checkpiont. No more questioning and no more abuse.“

Focusing mainly on the story of his uprooted family, Baroud´s moving chronicale also sheds light on the live of the Palestinian population in general and their persisting ordeal caused by Israeli occupation. He locates the life of his family in a wider political, social and economic context. As a ten-year-old boy, Mohammad Baroud, the author´s father, found himself dispaced in the middle of nowhere, in the desert of Gaza, light years away from his farm where his family grew its own crops. This „nightmare was to be his true, everlasting reality“. The 200 000 refugees were not wellcomed by the 80 000 Gazans. Tensions between the groups grew, and the Egyptian occupiers did little for their relief. The opposite was the case; they only created the impression that they took care of the refugees.

Unlike his older brother, Mohammed was not a source of pride to his parents. He was resentful, disobeying orders, and possessed a rebellious spirit, which led to merciless reprimands and beatings. „The more he resented his parents´ unfair treatment, the more punishment he received.“ This early experience marked his life. Having survived the Suez war, the 1967 war and Ariel Sharon´s „shock therapy“ in 1970, he decided to join the newly established „Palestinian Liberation Army“ (PLA) to achieve something besides more than Arabic rhetoric. After Israel occupied the rest of Palestine in June of 1967, the rules of the games changed fundamentally.

When the so-called peace process broke out, Mohammed described the Oslo accords as "the best-timed disaster that had ever befallen Gaza". The PLO acted as Israel´s security agent, shot at demonstrators protesting the accords and put them in jail. In the last elections, Mohammed voted for Hamas because of its „culture of resistance“. His funeral was attended by thousends of people „who shared his plight, hopes and struggles", writes his son Ramzy.

The book´s story is depressing as the history of the Palestinian people is concerned. On the other hand, the life and the inner attitude of Mohammed Baroud gives hope to the „Wretched of the Earth“. He showed that surrender to injustice and repression can never be an option. This should be understood as a hint to Palestinians who seem to prefer, with Abbas, the easier way to „independence“. Ramzy Baroud and his father stand for the alternative: freedom and self-respect.

Gaza - Beneath the Bombs

„Everything I have seen suggests the Israeli army doesn´t even understand the concept of ´innocent civilians`“. This sentence by the authors summerizes in a nutshell the horrific onslaught by the Israeli army on a helpless and defenseless civilian population at the turn of the year 2008/2009. The killing ratio was 100:1to the disadventage of Palestinians. According to Israeli soldiers who testified anonymously for the website „Breaking the silence“, the Gaza Strip was a free-fire zone. On the Gaza battlefield the Israeli army used hyper-modern weaponry in civilian areas, destroying educational insititutions, medical facilities, UN buildings, mosques, electricity generators, and a vast number of homes.


Besides the reports by Amnesty International, Human Rights Watch, Israeli and Palestinian Human Rights Organizations, and the „Goldstone Report“ there have been eye-witness reports by members of the International Solidarity Movement (ISM), like the one by Sharyn Lock and Sarah Irving or the one by Vittorio Arrigoni´s book “Stay Human”, who stayed with the locked-in population, showing their solidarity by risking their own lives. These eye-witness reports are „impressive“ documentations of an army that lost all moral standards. After the attack on Gaza, defense minister Ehud Barak said: „I also have no doubt in my heart that the IDF is the most moral army in the world.“ In the light of the killings (1 400) and the vast devastation caused by the Israeli army, the statement seems out of touch with reality.

In her introduction, Sarah Irving describes the emergence of the ISM in 2001, which aims to support and strenghten the Palestinian popular resistance by providing „international protection and a voice with which to nonviolently resist an overwhelming military occupation force“. The „internationals“ accompany farmers to their fields in order to protect them from extremist settlers who try to destroy the harvest. In 2002 some ISMers ended up as human shields with Yassir Arafat in his Ramallah compound, others in the church of the Nativity or in refugee camps. This political commitment can be very dangerous as the deaths of Rachel Corrie and Tom Hurndall in the Gaza Strip have demonstrated. Rachel Corrie was deliberately run over by a Caterpillar bulldozer and Tom Hurndall was shot to death.

In „Breaking the Siege“, the authors describe the actions of the ISMers and the Free Gaza Movement to circumvent the Israeli siege of the Gaza Strip that lasted from December 14, 2004 to November 18, 2008. From the start, the government of Israel tried to prevent ISMers from entering Israel and thus to the Occupied Territories. Some of them were expelled and denied reentry. Despite all the hardship, which was inflicted upon the ISMers by the Israel occupation forces, it did not discourage ISM volunteers. The most spectacular actions of the Free Gaza Movement were the hiring of the ships „Free Gaza“ and „Liberty“ that brought desperatetly needed medicine and additional ISMers to the besieged Gaza Strip.

The two most shocking chapters of the book are „The Sky Falls In“, which describes the horrors inflicted by the Israel army lasting from December 27, 2008 to January 4, 2009, and „No Safe Place“, which documents the period from January 5 to January 16, 2009. During these periods, even hospitals were unsafe, as illustrated by the burning of Al Quds hospital from which patients had to be evacuated with their beds into the street. UN staff and facilities, which were not used or abused by Hamas, as confirmed by Amnesty International and Human Rights Watch, were also attacked.

In this diary´s afterword by Richard Falk, an eminent US-American scholar in international law and since 2008 acting as a UN Special Rapporteur on the situation of human rights in the Occupied Palestinian Territories, he writes: „How the Israeli psyche can stand its role as cruel perpetrator of such an orgy of suffering inflicted on an entrapped civilian population of whom more than half are children has become a grotesque mystery for me.“ Falk writes that the book´s real achievement is to convey the wisdom of the great Jewish thinker Abraham Hechel: „Few are guilty, but all are responsible.“

The furious repudiation of the „Goldstone Report“ by Israeli government officials confirms the old adage that „truth hurts“. Should the report make its way into the UN Security Council, the US government should, hopefully, not use its veto to obstruct the cause of justice. Beside the official reports concerning the Israeli onslaught on the Gaza Strip, Vittorio Arrigoni´s book „Stay Human“ and the present book could in future be used as evidence at the International Court of Justice in The Hague, should the responsible be brought to justice. Sharyn Lock leads the readers deep into the „hell“ of Gaza and provides a human visage to abstract victims of state brutality.

Der "Goldstone-Bericht"

Die 22-tägige israelische Militäroperation „Gegossenes Blei“ gegen eine wehrlose Bevölkerung des Gaza-Streifens um die Jahreswende 2008/2009 hat dem Image Israels enorm geschadet. Bei diesen Angriffen kamen 1 400 Palästinenser/Innen ums Leben, mehrheitlich Zivilisten und davon überwiegend Frauen und Kinder. Israel verlor 13 Soldaten, davon drei durch so genanntes „friendly fire“, d. h. sie kamen nicht durch Fremdeinwirkung ums Leben.

Die Gräueltaten der israelischen Armee wurden in mehreren Berichten von Amnesty International und Human Rights Watch sowie diversen Menschrechtsorganisationen in Israel und Palästina dokumentiert. Auch der UN-Menschenrechtsrat setzte eine eigene Untersuchungskommission ein, die von dem renommierten südafrikanischen Völkerrechtler Richard Goldstone geleitet worden ist. Obgleich sich die Kommission intensiv um eine Zusammenarbeit mit der israelischen Regierung bemüht hat, verweigerte diese von Beginn an eine solche mit der Begründung, dass die Kommission „unausgeglichen“, „voreingenommen“ und „aufrührerisch“ und folglich kein seriöser Bericht zu erwarten sei. Bereits die Resolution S-9/1, welche zur Einsetzung der „Tatsachenfindungskommission“ geführt hat, ist von der israelischen Regierung und einigen Staaten der Europäischen Union wegen ihrer Einseitigkeit kritisiert worden.

Nach der Veröffentlichung des Berichtes, der den etwas sperrigen Titel „Bericht der Untersuchungskommission der Vereinten Nationen über den Gaza-Konflikt“ (United Nations Fact Finding Mission on the Gaza Conflict) trägt, aber besser bekannt ist unter „Goldstone-Bericht“, brach über Richter Goldstone eine Verleumdungskampagne herein, die selbst zu solch grotesken Formen führte, dass Goldstone auf Druck der „South African Zionist Federation“ (SAZF) und der Synagoge auf die Teilnahme an der Bar-Mitzvah-Feierlichkeit seines Enkels verzichtete, wie die israelische Tageszeitung „Haaretz“ vom 16. April 2010 meldete. Eine unwürdige Geste seitens eines Teils der Verantwortlichen der südafrikanischen jüdischen Gemeinde. Nach einem Treffen zwischen Richter Goldstone, Vertretern von SAZF und der Synagoge wurde ihm die Teilnahme an den Feierlichkeiten erlaubt.

Schlimmer waren die Attacken, die von politisch-offizieller Seite gegen Goldstone geritten worden sind. So nannte Israels Präsident Shimon Peres den Bericht ein „Verhöhnung der Geschichte“. Und bei einem offiziellen Staatsbesuch in Brasilien bezeichnete er Goldstone als einen „kleinen Mann, ohne jeden Sinn für Gerechtigkeit, ein Technokrat ohne ein wirkliches Verständnis der Rechtssprechung“. Er forderte sogar, Untersuchungen gegen Goldstone einzuleiten, wie Gideon Levy in „Haaretz“ vom 15. November 2009 berichtete. Der israelische Botschafter in den USA, Michael Oren, äußerte in „The New Republic“ vom 6. Oktober 2009, dass der Bericht übler als Ahmadinejad und die Holocaust Leugner sei. „Der Goldstone-Bericht geht weiter als Ahmadinejad und die Holocaust-Leugner, die den Juden nicht nur die Fähigkeit und Notwendigkeit, sondern auch das Recht, sich zu verteidigen, entziehen wollen.“

Dass die besagte „Israel-Lobby“, wie sie nach dem gleichnamigen Buch von John J. Mearsheimer und Stephen M. Walt genannt wird, gegen den Bericht Sturm läuft, war zu erwarten. Stellvertretend sei hier nur eine "mäßigende" Stimme zitiert. So forderte der Direktor der „Anti-Defamation League“, Abraham Foxman, Goldstone auf, sich von seinem eigenen Werk „zu distanzieren“! Wie immer tat sich Alain Dershowitz, seines Zeichens Juraprofessor an der Harvard-Universität, durch seinen extremen Pro-Israelismus hervor, als er am 7. Februar 2010 im Israelischen Militärrundfunk Goldstone einen „bösen, bösen Menschen“ nannte. Auf die Frage des Interviewers, ob Goldstone ein „Moser“, ein Verräter“, sei, antwortete Dershowitz mit einem entschiedenen „Ja“. „Er ist ein Mann, der seine Sprache, seine Worte gegen das jüdische Volk einsetzt. Ich betrachtete ihn als Freund. Jetzt sehe ich in ihm einen absoluten Verräter." Die Verleumdung Goldstones geht in Israel weiter. So meldete die Tageszeitung Yediot Ahronot, dass Goldstone in den Jahren des Apartheid-Regimes als Berufungsrichter an Todesurteilen von Schwarzen beteiligt gewesen sei. Und der israelische stellvertretende Außenminister Daniel Ajalon meinte, Goldstone habe den Gaza-Bericht genutzt, um für frühere „Sünden zu büßen und international an Ansehen zu gewinnen“. Gegen diesen erneuten Angriff auf Goldstone hat Larry Derfner gerade in der "Jerusalem Post" wieder für den Richter Partei ergriffen; eine überaus ehrenwerte Sache.

Ablehnend auf den Bericht reagierten die USA. Der US-Amerikanische Kongress hat in einer Resolution den „Goldstone-Bericht“ in Bausch und Bogen verdammt. Die Abgeordneten des US-Repräsentantenhauses verurteilten in einer nichtbindenden Resolution mit 344 Ja- gegen 36 Nein-Stimmen den Bericht. Wohingegen die UN-Generalversammlung ihn mit überwältigender Mehrheit angenommen hat: 114 Ja- bei 18 Nein-Stimmen und 44 Enthaltungen. Sieben EU-Staaten stimmten dagegen, darunter auch Deutschland. Die pro-israelischen Kritiker des Berichtes behaupten, das er voller Fehler sein, ohne jedoch einen einzigen zu benennen. Dass der „Goldstone-Bericht „ein verzerrtes Bild abgibt“, dass er „voreingenommen und unwürdig weiterer Prüfung“ sei, wie einige US-Abgeordnete behaupteten, findet in dem Bericht keine Bestätigung. Dass die unsachlichen und bösartigen Attacken gegen den „Goldstone-Bericht“ auch in Europa zunehmen, zeigt das Beispiel von Gidi Markuszower, „jüdischer Aktivist und Mitglied des niederländischen Likud“, der auf Platz fünf der Kandidatenliste der islamophoben „Wilders-Partei“ zur Parlamentswahl steht und schon „einmal wegen illegalen Waffenbesitzes festgenommen wurde“, wie die FAZ vom 22. April 2010 berichtete. Auch drohe Markuszower, dass jeder, der den „Goldstone-Bericht“ über die Kriegsverbrechen im Gaza-Streifen unterstütze, „aus der Gemeinschaft ausgeschlossen werden“ müsse. Diese niederträchtigen Anschuldigen gegen Goldstone hat Larry Derfner endlich in der "Jerusalem Post" vom 22. April 2010 die Stirn geboten und eine Lanze für die moralischen Werte des Judentums und für Goldstones Einsatz für Gerechtigkeit gebrochen. Dies war allerhöchste Zeit.

Der „Goldstone-Bericht“ gliedert sich in fünf Teile: Methode, Kontext und anwendbares Recht; die besetzten palästinensischen Gebiete: der Gazastreifen; Israel; Verantwortlichkeitsmechanismen und gerichtlicher Rechtsschutz sowie Schlussfolgerungen und Empfehlungen. Im Anhang befindet sich ein Briefwechsel zwischen Richard Goldstone und dem israelischen Botschafter bei den Vereinten Nationen Aharon Leshno-Yaar.

In seinem Vorwort zur deutschen Übersetzung des „Goldstone-Berichts“ schreibt der französische Botschafter Stéphan Hessel über die Qualität des Berichtes, dass er „ein hervorragendes Beispiel für die Sachlichkeit, die Objektivität, die Gründlichkeit und daher die absolute Verlässlichkeit des Verfassers“ sei. Und auf seinen Besuch im Gaza-Streifen vom Juni 2009 Bezug nehmend fährt er fort, „dass es sich um schwere Verletzungen seitens der israelischen Streifkräfte gehandelt hat, die man nicht anders bezeichnen kann als Kriegsverbrechen und in mehreren Fällen als ganz willkürlich vollstreckte Verbrechen gegen die Menschlichkeit.“

Eine „starke“ Einführung über die Maßnahmen der israelischen Beatzungsmacht gegen die Bevölkerung des Gaza-Streifens hat der israelische Historiker Ilan Pappé verfasst. Er lebt und lehrt zur Zeit im Exil in Großbritannien, weil es ihm an der Universität in Haifa unmöglich gemacht worden sind, repressionsfrei zu lehren. Der Autor zählt zu den „Neuen Historikern“, die den offiziellen zionistisch-israelischen Narrative der Ereignisse von 1948 in Frage stellen. In der von Pappé beschriebenen Chronologie der Ereignisse von 2004 bis 2009 bildet das „Massaker“ von 2008/2009 nur die Spitze des Eisberges. Er zeigt auf, warum die israelischen Streitkräfte so handelten, wie sie es taten. Allein die Niederschlagung der Al-Aqsa-Intifada und die Zerlegung der „Palästinensischen Autorität“ in ihre Einzelteile von 2001 bis 2006 kostete weit über 5 000 Palästinensern das Leben, über 20 000 wurden verletzt. Auch Israel hatte etwas mehr als 1 000 Tote zu beklagen. Was aber durch den Nachrichtenraster der internationalen Medien gefallen ist, waren die Opfer der diversen anderen israelischen Militäroperationen, die „Gegossenes Blei“ vorausgingen, und die als Reaktion auf den Beschuss israelischer Städte und Ortschaften durch Qassam-Raketen erfolgten. Was neben dem eigentlichen Klima noch so anderes von Himmel herabkommen kann, zeigt die meteorologische Terminologie, der sich das israelische Militär bediente: „Erster Regen“, „Sommerregen“, „Herbstwolken“, zu guter Letzt regnete es „Gegossenes Blei“. Bei der Operation „Herbstwolken“ im November 2006 tötete das Militär in weniger als 48 Stunden 70 Zivilisten. Am Ende des Monats waren fast 200 Menschen tot, die Hälfte Frauen und Kinder. Wie sagte doch der ehemalige israelische Generalstabschef Moshe Yaalon: Man müsse der palästinensischen Bevölkerung die furchterregende Macht der israelischen Armee „im Bewusstsein einbrennen“.

Als der Präsident der UN-Vollversammlung und frühere katholische Priester und nicaraguanische Außenminister, Miguel D´Escoto Brockmann, die Militäraktionen 2009 als „Genozid“ brandmarkte, tat dies die israelische Regierung als „antisemitisch“ ab. Wie lange will sich die Weltöffentlichkeit mit solchen grotesken Vorwürfen wie „antisemitisch“ oder „jüdische Selbsthasser“ seitens Israel noch abspeisen lassen, wo es sich doch nur um Selbstverständliches handelt, und zwar die legitime Kritik an Militärmaßnahmen, welche die Menschrechte oder das Völkerrecht auf das Gröbste verletzen? Pappé resümiert am Ende seiner exzellenten Einführung: „Es ist die Einordnung des Massakers in das, was zuvor geschah und vermutlich in Zukunft geschehen wird, was alarmierend ist und die Möglichkeit eröffnet, dass wir eine genozidale Politik zu gewärtigen haben. Man kann nur hoffen, dass es in Zukunft nicht mehr nötig sein wird, Beweise für die Stichhaltigkeit einer solchen Annahme zu überprüfen.“

Im Einzelnen enthüllt der „Goldstone-Bericht“ das ganze Ausmaß des schrecklichen „Massakers“, dass in den 22 Tagen vom israelischen Militär angerichtet worden ist. So heißt es in dem Bericht, Israel habe in unverhältnismäßiger Weise Gewalt angewendet, um die Zivilbevölkerung zu bestrafen, zu demütigen und zu terrorisieren. Das israelische Militär habe „gravierende Verstöße“ gegen die Genfer Konvention begangen und sich in nicht unerheblichem Umfang Kriegsverbrechen schuldig gemacht. Der Bericht konnte keine Hinweise darauf finden, dass in den von den Israelis angegriffenen Ambulanzfahrzeugen Hamas-Militante oder Munition transportierte worden sei. Auch konnten die Vorwürfe, Hamas habe Zivilisten als menschliche Schutzschilde missbraucht, nicht bewiesen werden.

Zu dem wahllosen Beschuss israelischer Städte und Ortschaften durch militante Palästinenser stellt der „Goldstone-Bericht“ fest, „dass starke Indizien für die Vermutung vorliegen, dass die Verbreitung von Terror unter der israelischen Zivilbevölkerung – eine Verletzung des Völkerrechts – zu den Hauptzielen der Raketen- und Mörserangriffe gehörte“. Die Kommission stellt darüber hinaus zur Absicht von Hamas und anderer Gruppierungen, wahllos auf Zivilpersonen zu zielen, fest, dass dies mit dem humanitären Völkerrecht unvereinbar sei.

Während des „Massakers“ wurde der Einsatz des israelischen Militärs von verschiedenen Seiten als „unverhältnismäßig“ kritisiert. Diese Unverhältnismäßigkeit siegeln nicht nur die Opferzahlen, sondern auch der Inhalt des „Goldstone-Berichtes“ wider. Was die Zahl der Toten betrifft, ist das Verhältnis 100:1 zuungunsten der Palästinenser; was die Relation der gravierenden Menschenrechtsverstöße bei dem Überfall der israelischen Armee auf Gaza angeht, dokumentiert der Bericht zu neun Zehntel israelische Verstöße und nur ein Zehntel palästinensische. Ein Nachteil des „Goldstone-Berichtes“ besteht darin, dass er von Kriegshandlungen und von Verstößen gegen das Kriegsrecht spricht, obgleich es keinen Krieg im klassischen Sinne gegeben hat. Es gab weder Kämpfe im Gaza-Streifen noch hat die israelische Armee bei ihren zirka 3 000 Militäreinsätzen auch nur einen Kampfbomber verloren. Ein Blick auf die Website „Breaking the Silence“ (Das Schweigen brechen) zeigt, dass es keine Kämpfe gegeben hat. Trotzdem setzte die israelische Armee ein Maß an Feuerkraft ein, das unvorstellbar war. Im Angesicht der dort zusammengetragenen Aussagen von Soldaten kommt man trotz Ehud Baraks Diktum „Wir haben die moralischste Armee der Welt“ zu völlig anderen Schlüssen.

Diese UN-Tatsachenfindungskommission kam zu dem Ergebnis, dass beide Kontrahenten, Israel und die Hamas, „Kriegsverbrechen“ und „Verbrechen gegen die Menschlichkeit“ begangen haben. Die Disproportionalität in der Anzahl dieser „Verbrechen“ spiegelt nur die realen Machtverhältnisse wider. In Anbetracht der erdrückenden Faktenlage wäre die Bundesregierung gut beraten, ihre Ablehnung des „Goldstone-Berichtes“ zu revidieren. Der Bericht gehört nicht nur in jede Bibliothek, sondern auch in jedes Abgeordneten- und Journalistenbüro.

Palestine on my Mind

Die Idee zu diesem Buch ist dem Herausgeber anlässlich einer Mahnwache der Straßburger „Frauen in Schwarz“ gekommen, als ihm eine Passantin die Frage stellte: „Warum kümmern Sie sich denn um Palästina, warum nicht um Darfur, Tschetschenien oder Tibet?“ Die Antwort auf die tragische Geschichte des palästinensischen Volkes ist eine europäische, wie die Liste der Beiträger/Innen zeigt. „Nie wieder! Nie wieder schweigen bei Diskriminierung aufgrund von Zugehörigkeit, sei es rassische, religiöse, weltanschauliche!“ Dazu schreibt der Herausgeber: „Die Zeit ist reif, Apartheid zu überwinden. Was in den Vereinigten Staaten von Amerika, was in Südafrika möglich war, auch im historischen Palästina kann es Wirklichkeit werden.“ Jeder der Autoren/Innen schreibt etwas über seinen bzw. ihren Zugang zum Thema Israel/Palästina.

Der Band enthält den hervorragenden Beitrag des kanadischen Historikers Jakov Rabkin, den dieser in der Frankfurter Allgemeine Zeitung kurz nach Angela Merkels Israelbesuch veröffentlichen durfte und in dem er sich kritisch mit deren Rede vor der Knesset, dem israelischen Parlament, auseinandergesetzt hat. „Viele Deutsche meinen es gut, aber sie verwechseln Juden, die im Holocaust wegen ihrer ethnischen Zugehörigkeit zu leiden hatten, mit dem Staat Israel, der als eine Ethnokratie für die Juden erdacht wurde.“ Und über die Merkel-Rede merkte er an: „Deutschlands Kniefall vor dem Staat Israel speist sich aus dem Mythos, Israel repräsentiere die Juden in aller Welt und sei ihre natürliche Heimat. Statt Israel wie ein kollektives Opfer des Holocaust zu behandeln, sollte Deutschland es als ein Land des Mittleren Ostens begreifen, das seine eigene Geschichte, seine eigenen Interessen und Werte besitzt. Deutschland sollte Israel behandeln wie jedes andere Land in der Region: nach seinen Verdiensten. Das würde dazu beitragen, dass der Traum der zionistischen Gründungsväter wahr würde: Das Israel eine normale Nation wird.“ Folglich sind jede Zuschreibung eines Sonderstatus oder die Verweigerung der Normalität im Grunde genommen Formen des Antisemitismus.

Allen Autoren/Innen liegt das Wohl Israels am Herzen, aber alle fordern, dass auch dem palästinensischen Volk Gerechtigkeit und Genugtuung für die erlittenen Leiden und Ungerechtigkeiten widerfahren müsse, die die zionistische Bewegung und seit 1948 der Staat Israel über es gebracht habe. „Nein, es geht mir nicht nur um die Rechte der Palästinenser, es ist die Sorge um die Zukunft und das Schicksal beider Kontrahenten, der Israelis und der Palästinenser, die mir keine Ruhe lässt“, so Sigrid Langhaeuser. Mit ihr sind sich Hajo Meyer, Felicia Langer, Evelyn Hecht-Galinski, Abraham Melzer, Rupert Neudeck, Gerhard Fulda, Sophia Deeg, Sabine Matthes, Ruth Fuchtman und Rolf Calebow mit allen anderen einig. Wenn einige Vertreter der „Israellobby“ (John J. Mearsheimer/Stephen M. Walt) diese Namen hören, reagieren sie wie der Pawlowsche Hund: alles „Antisemiten“, „jüdische Selbsthasser“ oder wie die denunziatorischen Termini auch sonst lauten mögen. Dass diese Personen damit leben gelernt haben, zeichnet sie aus. Für einige gereicht es bestimmt zur Ehre, haben sie doch nur auf Selbstverständlichkeiten im Fehlverhalten der diversen israelischen Regierungen hingewiesen, auf die diese Kreise nur mit Verleumdungen in der Lage sind zu reagieren. Mit diesen Enttäuschungen und Frustrationen müsse man leben, gehe es doch nach Claire Paque um den „Zionismus und seine Folgen, die wir infrage stellen“. Eigentlich sind es gerade diese Menschen, die die Lehren aus den Verbrechen des Naziregimes gezogen haben.

Den größeren Zusammenhang, in dem das Israel-Palästina-Engagement nur ein Teil darstellt, macht Sophia Deeg deutlich. In den global agierenden Widerstandsbewegungen gehe es von Darfur, über Palästina, gegen Rechtsextremismus und Rassismus in Deutschland und in der Welt. Diese unterschiedlichen Engagements seien in Wahrheit „EINES“. Diese Erkenntnis gründe in ihrer Schock-Erfahrung als Teenager in den 1960er Jahren, als ihr bewusst wurde, das es historisch „gerade eben“ und „gleich nebenan“ eine „unvorstellbare kalte Barbarei“ gab, die einen höchst elaborierten mörderischen Rassismus mit tiefen europäischen Wurzeln erfand, „der in systematischer Diskriminierung, Entrechtung, Verfolgung und Ermordung ganzer Menschengruppen mündete, die man als grundsätzlich anders, dann als minderwertig und schließlich als jenseits der Menschheit definiert hatte“.

Auch heute wird wieder eine „Minderheit“, die immerhin über 1,2 Milliarden Menschen zählt, stigmatisiert, dämonisiert und dehumanisiert, und dies wieder durch den „zivilisierten“ Westen. „Die Verhältnisse waren nicht grundsätzlich andere. Und sind es auch heute nicht“, so Sophia Deeg. Nach Meinung der Autorin haben sich „tribale Kategorien und Diskurse“ in den 1990er Jahren rapide in den Vordergrund gedrängt. Es seien die Diskurse der medial und politisch Tonangebenden und der Vertreter politischer Klassen und ihrer Vordenker. „Eine verheerende Rolle spielt dabei die Propaganda des Staates Israel, der sich unablässig als ´jüdischer Staat` nicht nur bezeichnet, sondern ausgerechnet diese tribale Definition eines Gemeinwesens, den monoethnischen Staat, als die einzig mögliche und legitime Konsequenz aus den Erfahrungen des 20. Jahrhunderts hinstellt und sie praktisch so umsetzt, wie ein solches Modell anders nicht umzusetzen ist: mit rassistischer Diskriminierung, Entrechtung, Dehumanisierung, Vertreibung und blanker Gewalt.“

Die Bundesrepublik spiele dabei wieder einmal eine unrühmliche Rolle, weil in „Deutschland die staatliche, israelische Propaganda glatt durchgeht, gebetsmühlenartig nachgeleiert wird (wie in Israel selber nicht)“. Eine solche Haltung sei vorherrschend in allen Parteien, Gewerkschaften, in den einschlägigen Fachbereichen der Universitäten, bei öffentlichen Kundgebungen und was für die Autorin von besonderem Übel ist, in denjenigen Institutionen, die sich mit den Themen Rassismus, Fremdenfeindlichkeit und Antisemitismus auseinandersetzen sollten, und dies treffe insbesondere für linke Kreise zu. Am Ende ihres Beitrages begründet Deeg, warum sie sich stärker für Israel/Palästina als für Darfur engagiert: „Aufgrund der Verquickung der persönlichen politischen Bewusstseinsgeschichte und dessen, was in Israel/Palästina heute geschieht und wie es hierzulande tagtäglich in einem aufdringlichen, überdimensionalen Zerrspiegel grotesk entstellt dargestellt wird, komme ich nicht umhin, mich mehr mit Israel/Palästina zu beschäftigen als mit Darfur.“ Auch bei den globalen Widerstandorganisationen, die sich gegen die neoliberale Globalisierung und ihre Kriege, Terror- und Besatzungsregime zu Wehr setzen, stehe der Kampf für die Rechte der Palästinenser oben auf der Agenda.

Besonders beeindruckend ist die Abfolge der Bilder über ein Jahrhundert, die von Tausendundeiner Nacht bis zum Horror der israelischen Besatzung reichen. Mit „Palestine on my Mind“ ist es dem Herausgeber gelungen, ein Kaleidoskop von Personen und deren Motive für ihr Israel-Palästina-Engagement zu vereinen. Ob dieses Buch die politische Elite und die Israel-Protagonisten zum Nach- oder gar zum Umdenken bewegen kann, muss die Zukunft zeigen. Ein „Weiter so!“ in der deutschen Nahostpolitik darf es nicht geben. Das Buch trägt zur Enttabuisierung dieses Themas bei und leistet damit einen Beitrag, die ungeheuerliche Wirklichkeit des dortigen Zustandes wahrzunehmen und in konkretes politisches Handeln umzusetzen. Dieses Buch eignet sich besonders als Hörbuch, da alle Texte in einem sehr persönlichen Duktus abgefasst sind und gesprochen dem Anliegen noch dienlicher wären.

Die Mythen des liberalen Zionismus

Das Buch setzt sich mit den Widersprüchen der israelischen Gesellschaft und der Tatsache auseinander, dass die überwiegende Mehrheit der Israelis die über 40-jährige Besetzung und brutale Unterdrückung des palästinensischen Volkes hinnimmt. Insbesondere ein Teil der „liberalen Zionisten“ zusammen mit ihren Kollegen im Westen, insbesondere in Frankreich, versuchen, nicht nur dieses „Abenteuer“ in Palästina, sondern darüber hinaus im „Greater Middle East“ zu rechtfertigen. Indem sie die kritische Haltung des Antirassismus stigmatisieren, versuchen sie, die Kritik an den Verbrechen, die der Westen über die Völker des Ostens gebracht hat und weiter bringt, zu delegitimieren.

Für Yitzhak Laor, Poet, Schriftsteller und politischer Aktivist, ist ein „liberaler Zionismus“ ein Mythos und ein Widerspruch in sich, weil die „liberalen Zionisten“ glauben, dass Millionen von Palästinensern von ihrem Land weggeschafft werden könnten, man ihnen die Menschen- und Bürgerrechte vorenthalten könne, sie in „Homelands“ oder einem „großen Ghetto“ – Laor bezeichnet den Gaza-Streifen so - einsperren und sie selbst im Namen des Staates töten könne.

Der Autor kritisiert die israelische Selbsteinschätzung, Teil des Westens zu sein. Dieses Image habe viel mit der Schaffung eines „Neuen Menschen“, sprich Sabra, zu tun, und zwar als bewusste Negation des Exils. Dieser „Neue Mensch“ sollte folgende Eigenschaften haben: Mut und Opferbereitschaft, Kühnheit und Arroganz, die sprichwörtliche „israelische Chutzpah“. Darüber hinaus wird der „Sabra“ beschrieben als ein „Opfer“ von Umständen oder Grausamkeiten früherer Generationen. Sein „grausames“ Handeln werde ihm „im Voraus“ verziehen, war er doch die historische Antwort auf das „Rätsel der Jüdischen Geschichte“. Der „Sabra“ bildet auch den Kulminationspunkt in der Debatte über die „einheimische Kultur“ und nicht die wirklichen „Einheimischen“, die Palästinenser.

60 Prozent der Israelis stammen aus arabischen Ländern. Gleichwohl identifiziert sich das Land mit dem Westen, und der Westen sieht Israel als zum Westen gehörig. „Israel ist ziemlich erfolgreich in Europa“, behauptet Laor. Er nennt diese Beziehung „eine verspätete Version der pieds noirs“. (Mit diesem Begriff bezeichnete man die französischen Siedler und arabischen Juden in Algerien L. W.). Diese europäische Identifikation mit Israel funktioniere noch besser durch die „Holocaustkultur“, da sie dem „neuen Europäer eine bessere Erklärung seiner eigenen Identität gegenüber seiner kolonialen Vergangenheit und der postkolonialen Gegenwart liefert“.

Im Kapitel „Die Shoah gehört uns“ schreibt Laor, dass Deutschland das dunkelste Kapitel seiner Geschichte in Form des „Holocaust-Gedenktages“ als Symbol der neuen Identität Europas beigetragen habe. (Der 27. Januar wurde im Gedenken an die Befreiung von Auschwitz als „Holocaust-Gedenktag“ von Bundespräsident Roman Herzog 1996 bestimmt. L. W.) „Seit diesem Zeitpunkt hat der jüdische Genozid einen universalen Platz in der westlichen Kultur, als ob dieser Narrativ schon von Beginn an da gewesen wäre.“ Ein Charakteristikum dieser „neuen Kultur des Philosemitismus“ sei der Versuch, eine „jüdisch-christliche“ Identität zu schaffen. Die als Beispiel angeführten Rabin- oder Ben-Gurion-Straßen klingen aber nicht gerade als überzeugender Ausweis für diese neue Identität. Diese „erfundene jüdisch-christliche Tradition findet keine Entsprechung in der konkreten Geschichte; sie ist eine ideologische Erfindung, beschworen gegen den Islam, in welcher der Jude die Rolle des scheinbar Anderen spielt“. Für den Autor diene diese konstruierte Vergangenheit als eine Tarnung für die neue Islamophobie, die Haltungen wachrufe, die Europa einmal gegenüber Juden gezeigt habe. Die Message sei deutlich: die Muslime müssen sich modernisieren, so werden wie alle anderen, wie Europäer. Chefdenker einer „Ideologie der Ausgrenzung“ sei der französische Philosoph Alain Finkielkraut, der in einem Interview mit der israelischen Tageszeitung „Haaretz“ die „Ideologie des Antirassismus“ wie folgt formuliert habe. „Die edle Idee des Kampfes gegen den Rassismus wurde auf schreckliche Art und Weise in eine falsche Ideologie transformiert. Der Antirassismus stellt für das 21. Jahrhundert das dar, was der Kommunismus für das 20. Jahrhundert war: eine Quelle der Gewalt.“ Finkielkraut unterscheidet weiter zwischen westlichen Demokratien und ihrem Holocaustgedenken einerseits und den „Fortsetzern von Auschwitz“, sprich den nichtdemokratischen Regimes andererseits. Auf Grundlage dieser „Ideologie der Ausgrenzung“ können „die Rechte der anderen“ verletzt werden, so Laor.

In zwei weiteren Kapiteln setzt sich der Autor mit den „Vertretern des israelischen Friedenslagers“ - Amos Oz, David Grossmann und A. B. Yehosuha – äußerst kritisch auseinander. Sie trügen nicht nur zur weiteren Dämonisierung der palästinensischen Sache bei, sondern förderten auch Israels Wunsch, Teil des Westens zu sein und dabei auch vom Nutzen der wachsenden Islamophobie zu profitieren. Laor erklärt die anti-arabischen und anti-muslimischen Images bei Amos Oz als einen Appell an alte koloniale Gefühle des Westens. Die Verachtung gegenüber Arabern und Muslimen interpretiert Laor als „die Rückkehr zum Kolonialen“. Amos Oz wird vom Autor völlig entzaubert und regelrecht vorgeführt. Auf Schritt und Tritt betone Oz in seinen Werken die Überlegenheit der westlichen Zivilisation. Im Gegenzug wurde er von den Europäern „getauft“ als der „Vertreter eines neuen jüdisch-europäischen Volkes“. Neben seiner Furcht vor der „weiblichen Sexualität“ sei die authentischste Sache sein „kolonialer Diskurs“, der auf seiner zionistischen Erfahrung beruhe. „In dem historischen Augenblick, in dem wir leben, hat der Zionismus keine andere Legitimationsgrundlage als die des alten kolonialen Diskurses. Und dies macht auch das ideologische Projekt der hebräischen Literatur aus, das für die Europäer übersetzt wird.“ So können sich die westeuropäischen Eliten leicht mit der anti-arabischen Einstellung und ihrer eigenen Furcht vor der Immigration identifizieren. „Es ist nicht ´nur Politik`, sondern es geht viel tiefer, es ist die grundsätzlich intolerant Natur des Zionismus als eines zeitgenössischen Phänomens“. Laor beschreibt einen Charakterzug von Oz, der im Westen in dieser Form unbekannt ist. Könnte dies etwa an den politisch klugen Verlegern und den noch versierten Übersetzern liegen?

Auch Abraham B. Yehosuha, der im Westen nicht so bekannt ist wie Oz, wird von Laor dekonstruiert. Ein zentrales Merkmal sei sein Hass auf alles Östliche und seinen orientalischen Hintergrund. Yehosuha selber ist Mizrahi, d. h. orientalischer Jude. Laor weist besonders auf die brutale Wortwahl Yehoshuas gegenüber den Palästinensern hin. In einem Interview mit „Haaretz“ vom 18. März 2004, das den Titel „Eine Nation ,die keine Grenzen kennt“ trägt, sagte er in Vorwegnahme des Rückzuges der israelischen Besatzungstruppen aus dem Gaza-Streifen: „Von dem Augenblick des Abzugs will ich ihre Namen nicht mehr kennen, ich möchte keinerlei persönliche Beziehungen zu ihnen mehr haben.“ So sei das Symptomatischste in Yehosuhas Ausfällen – in Israel und auf Hebräisch, aber nicht in Europa – seine Haltung gegenüber den Arabern in Israel. „Die palästinensische Präsenz in Israel stört ihn.“ Ein Aspekt dabei sei deren Identifikation mit dem palästinensischen Volk. Laor bewertet Yehoshuas Roman „Die befreite Braut“ (The Liberated Bride) als „den rassistischsten hebräischen Roman, der in den letzten Jahren geschrieben worden ist“. In diesem Roman seien die Araber in Israel keine Palästinenser. Wenn sie sich wie Palästinenser verhalten, seien sie „Verräter“ oder „Schwachköpfe“. „Der Schwerpunkt dieses Romans liegt darin, die Palästinenser in der Westbank als Knallchargen (buffoons) zu beschreiben.“ Das übergeordnete Thema in diesem Kapitel ist jedoch „der Hass gegenüber Arabern unter den Mazrahi in Israel“.

Obgleich Laor überzeugende Argumente für die Nichtzugehörigkeit Israels zum Westen vorträgt, sieht die politische Realität anders aus. Es vergeht kaum ein Tag, an dem nicht dieser oder jener Politiker gerade die enge Kooperation zwischen Israel und den westlichen Ländern betont. Trotzdem mache sich Israel etwas vor, wenn es immer wieder seine Zugehörigkeit zum Westen betone. Um dies zu verdeutlichen, zitiert der Autor eine Stelle aus dem Theaterstück „Those Who Walk in the Darkness“ von Hanoch Levin, der Israels Wunsch zum Westen zu gehören, als „feuchten Traum“ (wet dream) bezeichnet hat. Die folgende Szene soll dies verdeutlichen:

Lazan Thought: Ich lungere in Luxemburg und Staint Germain herum, sitze im Café de Flore und Brasserie Lipp, schlafe in Hotel Passy, werde in Neuilly sterben und in Père Lachaise beerdigt werden. Und Sie?

Der Inhalt des Buches ist ein wahrer intellektueller Genuss. Es sollte umgehend ins Deutsche übersetzt werden.

The Invention of the Jewish People

In his speech before the yearly convention of the American Israel Public Affairs Committee (AIPAC), Israel´s Prime Minister Benyamin Netanyahu referred many times to rights of „the Jewish people“ to settle anywhere in “the Land of Israel“ when he talked about Israel and its Occupied Palestinian Territories (OPT) including East-Jerusalem. Perhaps he has not read Shlomo Sand´s book “The Invention of the Jewish People“ and if he had read it, he had banished it from his mind. A "Jewish people" has not existed, it was an invention, and consequently there could be no exile. This, in brief, is the central thesis of the book by the Israeli historian Shlomo Sand, who teaches European history at the University of Tel Aviv. All the beautiful Bible stories are to be legends: the Exodus from Egypt, the Babylonian exile, the Roman occupation, including the destruction of the Second Temple and the associated displacement, and the triumphant return after 2000 years to "Zion" in the Zionist movement? Sand rejects almost all of these religious legends. The Jewish Diaspora is not created by displacement, but through conversion to Judaism from different nations. It is self-explanatory, that such a frontal assault on "Israeli-Jewish" existence in Palestine will not be unopposed. Since the creation of the State of Israel, and even long before, the Zionist claims that the “Land of Israel“ has been challenged by large segments of the Jewish population worldwide. The religious people argued that „Jewish identity“is something completely different from "Zionist identity“. In this dilemma stands Israel ever since. And it is still hotly disputed like the book “A Threat from within. A Century of Jewish Opposition to Zionism” by Jacov Rabkin shows just as the national histories of the German, French or Spanish are based on myths, so is the Jewish-Israeli one. However, Sand notes: Even if a group of people "were never a nation and its past is entirely invented, it retains the right to personal self-determination".

The destruction of the temple had been there, but no mass expulsion, because it has not been such in Roman history, writes Sand. "A closer examination of the historical event that had allegedly caused the ‘second expulsion’ of the year 70 AD, and the review of the concept of ‘exile’ and its importance in later Judaism, however, give indications that the historical awareness of different and separate events were put together based on different traditions. The only way they could become a useful myth, which serves the modern Jews as ‘ethnic identity’ hook." To the myth of the destruction the exile was added, although long before 70 AD large Jewish communities had existed outside of Judea. The majority of Jews remained in Palestine. After the conquest by Islam they converted in large numbers or may have been assimilated into this religion. Consequently, the real Jews in Palestine were the Palestinians, the descendants of the original population in Judea and Canaan.

Shlomo Sand’s thesis was represented before the state of Israel was founded by David Ben-Gurion. The leading Zionist representatives never had anything to do with the Jewish inhabitants of Palestine. They were by no means their offspring, but most of them were "Khazar", a citizen of a kingdom of the Khazars. In the 8th and early 9th Century, the Turkic people from the Caucasus fully converted to Judaism, under the motto: "cuius regio eius religio," says the author. This thesis had been represented by Arthur Koestler in "The Thirteenth Tribe". Now it is supported by Sand as previously scientifically by Israel Bartal. For the author, the origin of the "Yiddish Culture" was not based on an import from Germany, but it is the result of a connection between the descendants of the Khazars and the Germans who traveled to the East, some of them were merchants. Because of the ethical diversity of Israel, the author insinuates that the identity of Israel would be met more by a "state of all its citizens" than a "Jewish state". Such a claim is raised by a few far-sighted Israelis and Israel's 1.5 million Palestinian citizens who have been suffering with massive discrimination since 1948.

The consequences of Sand´s thesis would lead to an equality of all non-Jewish citizens of Israel, because the claimed connection to the historic tribes to the state of Israel, as the historical mythology of the Zionists assert, does not exist. A direct genealogy of Moses via New York City to the settlers in the West Bank is a myth. A coherent national population had never existed, but different groups which had adopted the Jewish religion. Hence the colonization of the Palestinian territories occupied by Israel is not only against international law but also historical baseless, as there has been no such thing as "Eretz Israel" (Land of Israel) before. This myth was created, following Sand´s historical narrative, only in the last 100 years by the Zionist colonization. According to the book of John Rose “The Myths of Zionism” Ben-Gurion was the greatest Zionist “myth-maker.” Not without reason the Zionists gave up the terms "people" or even "nation", even though all features were available. "The specific historical nature of this society was denied and rejected by its founders and designers over and over again. She was appointed by Zionism, and one must add, by the Arab nationalism as ‘Nichtvolk’ (non-people) and with ‘Nichtnation’ (non-nation) perceived’, it was only part of the wider world Jewry, which should continue to return to Eretz Israel (Palestine)." Those “property rights” based on the mythical concept of "Eretz Israel" and pseudo-religious legal titles to the Occupied Palestinian Territories (OPT) are therefore null and void, not to mention international standards.

Sand´s book is a contemporary critique of Israeli identity politics, and it breaks the biggest taboo in the country. In the chapter on "Judaism and Democracy - an oxymoron?" the author presents a variety of political ideas over this Israeli dilemma. Despite all the changes, Israel existed more than 60 years as a "liberal ethnocracy". For Sand, this cannot continue ad infinitum. His vision for Israel seems to himself "to be a utopian hallucination": "The Jewish hyper identity needs a thorough transformation to adapt to the cultural ferment-living reality over which it reigns. This identity must go through an open Israelization by offering itself to all citizens of the state. It is too late to transform Israel into a unified and homogenous nation state. Therefore one has to invite the strangers to a Israelization in order to create a multicultural democracy, similar to that developed in Britain or Holland, and to allow to the full equality of the Palestinians and their institutional autonomy.“ Together with the preservation and maintenance of their culture and their institutions, there has to be an invitation to be in the center of power of the hegemonic Israeli culture. Every Palestinian-Israeli girl and every boy needs, if they want, to have access to a career that can bring them to the centers of Israeli culture and Israeli actions. Every Jewish-Israeli boy and every girl needs to be aware that they live in a country in which there are many equal ‘other’ living, writes the author.

The book has not only triggered a fierce debate in Israel. For many Israelis Sand´s thesis are political virgin territory, they are diametrically opposed to the official Israeli interpretation of history. The author has already come under severe pressure, making a German edition doubtful. At least, the English readers and before them the French ones could enjoy the light in the darkness. It is a very fascinating, exciting, even revolutionary book.

The Crimes of Empire

Successive governments of the United States of America like to designate other countries, whose leaders they do not like, „rogue states“. Noam Chomsky showed in „Rogue States“ that this designation does not apply to countries such as Iraq but to the United States itself. According to him, the American superpower fulfills all the characteritics of such an entity. The U. S. and its „junior partner“, the United Kingdom, made Iraq a cartoon of an „outlaw nation“ that threatens the entire world, and Saddam Hussein the reincarnation of Adolf Hitler. If that would have been true, they should have turned to the U. N. Security Council. Instead they started an act of aggression against Iraq, thereby showing contempt for international law and the U. N. Charter, which would have provided a legal base to handle this crisis peacefully. Chomsky mentions that Libya, Cuba, and North Korea were also designated as „rogue states“, and the ´boy emperor from Crawford, Texas` named Iran, Iraq and North Korea the „axis of evil“. U. S. President Ronald Reagan had already termed the Soviet Union an „evil emprie“. Having red Carl Boggs book, one can doubt whether the right countries were stigmatized „rogue states” because „The Crime of Empire“ is the criminal history of U. S. behavior in international relations.

The central thesis of Carl Boggs`book may be summerized in the following statement: „The U. S. stands today as the most fearsome outlaw nation in the world, its leaders having contributed to a steady descent into global lawlessness“. The author explores the rise of the U. S. from its fundation in 1776 as it rose against old European colonialism to the status of an empire, which dominates the world. Boggs follows an interesting approach. Over a period of more than 200 years the development of U. S. policy is described as a history of „military criminality and outlawry“. Boggs links global and domestic (political, economic and cultural) elements of a power structure that is addicted to militarism and war. The present U. S. neo-colonialist policies of aggression cannot be understood apart from this historical legacy. According to the author, the legacy of U. S. outlawry has its origins in the earliest days of the Republic beginning with the extermination of the Native American.

This book is the third part of a trilogy on U. S. imperial power which started with „Imperial Delusions“ in 2004 and was followed by „The Hollywood War Machine“ in 2006, the last one written with Tom Pollard. Without the support of the film industry, the corporate media and the military-industrial complex the American public could not have been so easily manipulated into supporting the illegal wars in Afghanistan and Iraq. Carl Boggs teaches Social Science at the National University in Los Angeles. In 2007 he has received the Charles McCoy Career Achievement Award from the American Political Science Association. In seven chapters of his book, the author succeeds to convince readers about the criminal nature of the U.S. superpower.

The consequences of U. S. outlawry for the future of international relations are regarded by the author as „nightmarish”: in the wake of 9/11 the U. S. lost all legal restrains on its military conduct and stepped up its quest for world hegemony aggressively. The Bush administration demonstrated open contempt for international law, the United Nations, and the International Criminal Court (ICC). This contempt of the rule of law „is deeply rooted in U. S. practice and intellectual culture”. If that would not have been enough,it even arrogated itself a „right” to attack any country it deems as a potenial threat to U. S. domination.

Boggs points at a dichotomy in U. S. governments behavior. „No ruling elite proclaim the ´rule of law`more loudly, and no society produces more lawyers, prosecutors, judges, legal theorists – and prisons” than American society. But this goes no further than domestic society. At the international level, the U. S. „routinely favors power over legality, often dismissing legality as nuisance in the face of pressing global realities”. The U. S. power elites „believe” in „national exceptionalism”, they view the country as a „benevolent” or „benign” hegemon working for „democracy, human rights, and peace”. The elite – politicians, media, academia, and think tanks - presents U. S. policy as „pragmatic”, non-ideological, furthering liberal democracy, freedom, equality, and citizen partizipation. Policies are driven by a consensus of economic and geopolitical disiderata that actually „revolves around a struggle for domination over the Middle East”, writes Boggs. According to the author, the unholy legacy started with the white European settlers. They perceived their mission als „God-given”, driven by entlightenment and social progress. This „white-man´s burden” was later called „Manifest Destiny”. A concept rooted in the religious zealotry of the Puritans. In the nineteenth century the U. S. carried out military interventions in several nations in Central America and the Caribbean. The author writes that in 1844, under the presidency of James K. Polk, the U. S. annexed, after a self-provoced war against Mexico, large parts of Texas, California, New Mexiko, Arizona, and Nevada which belonged to Mexico. Already at that time this „premtive war” was justified by national security arguments. The Mexicans were slaughtered by the thousends as being „backward, ignorant, and undemocratic, hardly worthy proprietors of the land they had controlled”. Don´t the neocons and the religious fundamentalist of today cartoon the Muslims in a similar fashion, in order to dehumanize them and make attacks against them appeare more „rational”? With the massacre at Wounded Knee „a system firmly rooted in authoritarian controls and propelled by a micture of colonialism, racism, capitalism, and militarism” was firmly established. „An ideology of ruthless expansion was incorporated into the political culture, shared especially by the upper circles of politicians, business elites, the military, and Christian instituions.” And Boggs adds: „It is precisely the legacy of imperialism, warfare, and outlawry that was carried into, and helped shape, later U. S. behavior in such targeted areas as the Philippines, Central America, Korea, Vietnam, and the Middle East.”

In the chapter „Crimes against Peace”, „Warfare against Civilians”, „War Crimes by Proxy”, „Weapons of Mass Destruction”, „A Tale of Broken Treaties”, „War-Crimes Tribunals: Imperial Justice”, and „Torture and Other Atrocities” the author spreads out to readers a picture of this country, unknown to most of the world. To outsiders, the American political system presents a highly idealistic model that actually hides its hegemonic aims. This perception is widely shared around the world. In the chapter „Crimes against Peace”. Boggs shows how the U. S. violates not only the „Nuermberg principles” but also international law in general. He mentions that after World War II the Germans and Japanese were tried for „crimes against peace”. The Charter of the International Military Tribunal at Nuermberg defined such crimes as „planning, preparation, initiation, or waging a war of aggression, or a war in violation of international treaties, agreements, or assurances, or participation in a common plan or conspiracy (for war)”. At different periods in its history „the U. S. has violated every one of the above principles, generally holding itself above the most hollowed norm of international law”, so Boggs.

The Nuremberg Charter had jurisdiction over four seperate crimes: conspiracy to carry out aggressive war, the actual launching of aggression, killing, destroying, and plundering during a war not justified by military necessity, and crimes against humanity related to atrocities against civilians. The Nazis were convicted on all four counts. Did not the rulers of the United States commit all these crimes in the Korean and Vietnam War? Or in the more recent, and illegal, wars against Afghanistan and Iraq?

In „War Crimes by Proxy” the author writes: „The Israeli occupation of Palestine, with its continuous acts of military aggression and human rights abuses over several decades, is surely the most visible (and no doubt most egregious case of U. S. war crimes by proxy. The state of Israel has in many ways served as an American imperial outpost in the Middle East, subsidized by every conceivable form of economic, political, dplomatic, and military backing – a relationship that is, indeed, sui generis.” Boggs mentions persistent Israeli disregard for international law and human rights. „Beneath its celebrated ´democracy`, the Israeli state was historically founded on brute force and terrorism leading to an occupation regime in clear violation of international legality. The territory expropriated by Israel is stolen land, justified by Zionist ideology with its phony biblical claims and sustained by a fanaticism that views the local population as subhuman primitives. (...) To legitimate such crminality, Israel lays claim to ethnic and religious supremacy rooted in Zionism, an ideology that glorifies colonial theft of land, appropriation of resouces, and military occupation denying even the most basic rights of Palestinians.” According to the author, the U. S.-Israel „client-state relationship is solidified and legitimated by the indefatigable and well-financed work of the Israel lobby”. In this respect, Boggs mentions AIPAC, JINSA, WINEP, ZOA, IPP which are blindly supported by the various Christian Zionist organizations, by think-tanks like AEI, PNAC and the Hudson Institute. Boggs quotes from the book „The Israel Lobby” by John Mearsheimer and Stephen Walt in which the authors wrote „if the United States were to choose sides on the basis of moral considerations alone, it would back the Palestinians not Israel”. The U. S. departure from moral priniciples started at the Lausanne conference in 1949 and has continued ever since. The book „The Passionate Attachment” by George W. Ball and Douglas B. Ball shows not only the one-sidedness of U. S. Middle Eastern policy but also the caving in to permanent Israeli pressure.

As a postscript, the author describes „the routinization of mass murder” refering to explanations from political psychology. For Boggs, the U. S. armed forces have occupied a special place when it comes to war crimes. Two of many reasons are noteworthy: the constant pressures to maintain imperial hegemony and a long history of evading legal accountability, writes Boggs. Winding up this extraordinary book, the author concludes: „A major problem with U. S. war crimes in general is that virtually everyone has managed to escape criminal liability, except in a few cases like My Lai and Abu Ghraib where lower personnel was tried, convicted, and generally given light sentences.” Last but not least, all the war crimes the U. S. has committed against other peoples were not planned and carried out by sadistic thugs or xenophobix right-wingers but by ordinary folks who come from solid family backgrounds, are well mannered, display elevated cultural taste, and may even be informed by good intentions, writes Boggs. And the planners of these horrendous crimes are mostly so-called whiz kids liberal, cultured, urbane, visionary government officials and many celebrated academics from the Ivy League Schools.

The following distinction could be important which Boggs did not contemplate on: The specific nature of U. S. „criminal conduct” is not so much the number of direct victims – which are much smaller than the victims of Hitler´s and Stalin´s brutal tyranny - but the fact that U. S. „criminal conduct” are being overly supported or at least tolerated by all governments which claim to represent democracy and human rights. Another specific feature of U. S. „criminal conduct” is that the U. S. crimes have been mostly been committed in broad daylight, whereas both the Nazi and Soviet regimes attempted to hide their crimes. The „crimes” by „democratic governments” require much greater reliance on the manipulative practice of mass media than were the crimes by the Nazi and Soviet regimes, because „crimes” by „democrativ governments” must be legitimized by public acceptance.

Having read the book I was flabbergasted by the fact that the country in which I studied International relations has such a long history of war crimes. If „The Shining City upon a Hill” and „the light of the world” does not end its hegemonc policy and become primus inter pares in the international system, it will be doomed to the fate of the Roman Empire.
